  Fortune House Location
You start the game in the Tokione dome, then you gain access to Lifeborn. The third dome you'll get to is Artiela.

At Artiela, the Pod Station and Exit Ride both connect to the Pod Station 2F Licensing Center. The lower elevator in that room will take you down to the Ground House Entrance. Circle around the elevator and go through the east door into the Ground House. Turn to your left and go clockwise around the circle until you see two signs (green and pink) that have 'Cemetery' written under them. Enter that door and you'll see the entrance on your left across from the save and refresh stands. The steps are tricky at certain camera angles until you get used to it.

Talk to Debia and she'll ask if you want your fortune. Answer yes and she will randomly give you one of these status. You can see it in your OMP.

        Sunny         Moderate         Clear         Stormy         Downcast

Getting a good fortune can help you when you gamble at Artihella and when you're trying to get specific drop-items from enemies. Maybe it helps with fishing or other things, but I'm not sure. You can only get one per day. If you're trying to get a 'Sunny', it's best to save outside for fast reloads.

If you answer 'No' when she asks if you want your fortune told, she will figure out that you're interested in telling fortunes yourself. Then she'll ask you to find a missing item in her room. It's a glowing dot behind the circular shades. Pick it up by pressing your action button and you'll find out that it's Gold Strap (a collector's item from the dance team 'Duo'). Give it back to Debia and she'll reward you with a license.

  Job Title: Bonbon Divining
Reward: Tips, Fame
Assignment 1: Tell 10 fortunes successfully, with less than 10 failures.
Failure Cost: 300 MT

The quickest route to the Pod Station 2F Licensing Center is to go Right around the circle when leaving Fortune House. The Receptionist you need to talk to is right of center. Choose 'Fortune Teller'.

When you return to the Fortune House from getting the assignment, Debia will greet you and explain the rules. After this she will return to her room for good. (Note: You can get one fortune for yourself per day from Debia in her room from now on.)

What the people ask about is not important. The only thing you need to know is what vague image floats within the bonbon. See the 'Fortunes List' below.

After each fortune you tell, it will let you know how many you've gotten correct and how many wrong, and ask you if you want to take a break. If you choose 'No', you'll continue telling fortunes. If you choose 'Yes', you can leave and go anywhere, even out of the dome to do other Jobs.

When you've told your 10 fortunes, return to the Pod Station 2F Licensing Center, left of center Receptionist to receive your license.

  Job Title: Bonbon Divining

Assignment 4: Tell 15 fortunes successfully, with less than 3 failures.
Failure Cost: 300 MT

Once more, talk to the receptionists and tell your fortunes. This one isn't as easy as the others, and you may fail a few times if you're not using a list. Once you're finally finished with it, report back to the Receptionists in the Pod Station 2F Licensing Center. Be sure to also talk to the right of center one and choose 'Fortune-teller' one more time...

"Ah, Opoona. You're a Mystic Master now.
        You're amazing Mystic man."

  Diamond Reward

When you become a Mystic Master, you can return to Fortune House and use the main room to tell fortunes. The 300 MT penalty for failure 3 times remains, but as far as I know there isn't an upper limit. I made it to 58 the first time I tried it after I had received my Mystic Master. When I finally had 3 failures, Debia came out and congratulated me on having made 30 successful predictions, and gave me a diamond as a reward.
